Job description
West Coast Partnership Development (WCPD) is working with Department for Transport (DfT) and HS2 Ltd to design, develop and put in place the new world-class, high-speed services that will run on HS2.
This is an exciting opportunity to join the WCPD CX & Commercial team as our Demand & Revenue Forecasting Lead.
The purpose of the job
Demand and revenue forecasting is a key requirement in understanding the impacts of initiatives across several products across the WCPD Accepted Programme. These are:
- Strategic Market Report: Understanding the market for future high-speed operations
- Fares Options Analysis: Developing the fares structure and regulation for high-speed services
- Train Service Specification: Developing the core timetable for high speed and conventional services.
- Stations: Developing the CX proposition at stations
- SOBF – Providing the baseline forecast for high speed and conventional services.
The role holder will be responsible for providing technical and intellectual support across these products, ensuring rigor and consistency of approach and assumptions.
Key responsibilities:
Revenue Modelling:
- Developing and running demand and revenue models
- Understand industry principles to modelling rail demand.
- Ability to challenge industry principles with bespoke techniques.
- Produce forecasting models that are tailored to specific purpose.
- Ensure spreadsheet modelling adheres to best practice.
- Provide documented assumptions when compiling models.
Data analysis:
- Use historic data to inform how passenger demand has behaved.
- Analyse rail industry data to inform future patterns of passenger demand.
Economic forecasts:
- Keep abreast with latest economic factors that may influence future rail demand.
The role is based in London (338 Euston Road) and with the requirement for some travel on our network at times. The expectation will be a minimum 3 days per week in the office.

West Coast Partnership Development
West Coast Partnership comprises two distinct parts – Avanti West Coast and West Coast Partnership Development. Avanti West Coast runs the InterCity West Coast train services from London to north England, north Wales and Scotland.
Our work in WCPD is focused on developing plans for what the new high-speed services will look like (customer experience), how they will work (railway operations) and how we will start running new services and trains (mobilisation). Over the next 10 years we will develop and implement a programme (HS2 Ltd are building the new railway and associated infrastructure).
